


Ms Karie Kow is the Chief Financial Officer & Chief Sustainability Officer of NetLink Trust. She is overall in-charge of the Group's accounting, finance, tax, treasury, and risk management functions. She also leads the company’s sustainability agenda, procurement, and warehousing operations, while working closely with the CEO on the formulation and execution of strategic objectives.
Ms Kow has over 20 years of experience in finance leadership and corporate development. Prior to joining NetLink, she was Vice President of Corporate Finance at StarHub Ltd, where she led major M&A negotiations and organisation-wide business transformation projects. Her previous roles also include Vice President of Finance at Changi Airport International and Finance Director at Singtel, following an earlier career in audit and corporate advisory at Ernst & Young.
Ms Kow holds a Bachelor of Accountancy (Honours) and a Master of Business Administration from Nanyang Technological University. She is a Chartered Accountant (Singapore) and a member of the Institute of Singapore Chartered Accountants.

Mr Chye Hoon Pin is NetLink Trust’s Executive Director (Projects). In his new role, Mr Chye will oversee all Information Technology (IT) functions, including operations, development, planning and implementation strategies for IT projects. He will focus on ensuring the successful delivery of Project Apollo and its integration into the IT functions when it goes live.
Prior to his new role, Mr Chye was NetLink Trust’s Chief Operating Officer (COO), responsible for driving organisational strategies and optimising resources for maximum value creation from January 2014 to June 2022. He brought almost 40 years of regional experience in network operations and management, information technology and phone services to NetLink Trust. He was previously the Vice President of Singtel’s IPTV Infrastructure department. During his time at Singtel, he held leadership positions across engineering, fixed voice, mobile, IP networks, broadband, satellite, submarine cables operations and IPTV & broadcast function amongst others. He also has extensive regional experience and was the Chief Executive Officer of cellular company, Pacific Bangladesh Telecom Limited from 2005 – 2007.
Mr Chye holds a Bachelor of Electrical Engineering and a Master of Science (Electrical Engineering) from the National University of Singapore.

Mr Tiong Onn Seng oversees the Outside Plant Operations, which encompass three key departments: Engineering Planning (EP), Operations, Implementation & Maintenance (OIM), and Service Provisioning (SP). He has been an integral part of the OpenNet — and later, NetLink Trust — management team since 2009, playing a pivotal role in the successful nationwide rollout of Singapore’s fibre optic passive infrastructure.
Mr Tiong holds a Nanyang Executive Master’s in Business Administration with UC Berkeley Nanyang Advanced Management and Wharton Finance & Strategy from Nanyang Technological University, a Bachelor of Engineering (Electrical, Honours - Upper) from the National University of Singapore, a Bachelor of Science in Psychology from Central Queensland University, a Graduate Diploma in Financial Management, and a Diploma in Telecommunications Management. He is also a certified Project Management Professional (PMP) and an accredited career coach.
With more than 30 years of experience in the telecommunications and cable TV industries, Mr Tiong brings deep expertise in the design, construction, and operation of mission-critical networks and facilities. He is also skilled at driving collaboration across diverse stakeholders and delivering impactful outcomes in complex, high-stakes environments.




Mr Lee Khoon Aik advises the company on all regulatory and interconnect matters. He oversees dealings with peer operators on interconnect and network access matters, provides guidance on regulated services agreements and works closely with the regulator on regulatory compliance and contractual matters.
Prior to his current role, Mr Lee was actively involved in regulatory/interconnect work at the Telecommunication Authority of Singapore (now known as the Infocomm Development Authority of Singapore). Mr Lee also held a regulatory and interconnect position at StarHub Ltd, and a commercial role at M1 Limited.
Mr Lee received a Bachelor of Engineering (Electrical), with Honors, from the National University of Singapore and his Graduate Diploma in Financial Management from the Singapore Institute of Management University (SIM).

Ms Geraldine Yeoh is responsible for human resource strategies and initiatives, business processes, and performance systems to support business growth. In her role, Ms Yeoh reviews, formulates, and implements key HR policies, initiatives, and processes in the areas of total reward strategy, recruitment, succession planning, organisational effectiveness and employee communications.
She has over 20 years of human resource experience. Prior to her current role, she held various managerial positions in the marine industry. Ms Yeoh was involved in setting up of new human resource work teams with the companies she joined.
Ms Yeoh pursued her Bachelor in Business with Griffith University, Australia.

Mr Victor Chan oversees the Corporate Planning and Communication department responsible for corporate communications (investor relations and public relations), corporate planning, and business continuity and crisis management functions at NetLink Trust.
Mr Chan has over 20 years of experience in the IT and Telecommunications industry. Before his current role, he was the Strategy and Business Planning Director at OpenNet, responsible for the business planning and strategic alignment of OpenNet’s commercial and operational interests. He oversaw the company’s product development and management functions, business and operations performance analysis, financial modelling and pricing, cross-functional processes, business continuity planning and risk management.
He also held various managerial positions, from sales and marketing to product development and management in listed companies such as APC, PacNet and Singtel. While at Singtel, Mr Chan was heavily involved in the bid for the Next Generation Nationwide Broadband Network (Next Gen NBN), leading to the successful creation of OpenNet.
Mr Chan received his Bachelor of Digital Systems from Monash University.

Mr Widjaja Suki oversees the business development, organizational resilience, organizational efficiency and marketing communications functions at NetLink Trust. He is responsible for the management of enterprise accounts of Qualifying Person, business continuity and efficiency improvements within the organization, as well as the implementation of marketing programmes to promote awareness of the Next Gen NBN.
Mr Suki has over 15 years of experience in the telecommunications industry. Prior to his current role, Mr Suki was overseeing the business operations of Network Groups in Australia and Singapore for Singtel. He was also responsible for the ISO22301 certification in Business Continuity Management for the Networks Group in Singapore.
Mr Suki received his Degree in Business Administration (Honours) from the National University of Singapore and holds a Master of Marketing from the Melbourne Business School.

Mr Nicolas Lian is the Senior Director (Information Technology) of NetLink Trust. He is responsible for overseeing the IT function and leading strategic IT initiatives.
He has over 20 years of experience spearheading the implementation of enterprise IT strategies across the education, manufacturing, government, and hospitality sectors. His work primarily focused on aligning technology with organisational goals to drive innovation, operational efficiency, and digital transformation.
Prior to his current role, Mr Lian held leadership positions - Global Head of IT Digital, Infrastructure, and Operations at the Euronext-listed ASM International N.V., and Head of IT Infrastructure at Nanyang Technological University, Singapore.
Mr Lian holds a Bachelor of Science (Honours) in Computing from the University of Portsmouth, United Kingdom.

Ms Christine Yeo oversees day-to-day Finance operations and is responsible for the financial reporting for NetLink Trust. She is involved in the review of business models and costings, development and review of business processes, financial policies and procedures; ensuring compliance with statutory and regulatory requirements.
Ms Yeo brings with her more than 18 years of finance experience. Prior to joining NetLink Trust, she was Head, Finance & Controlling, Asia with Adval Tech Holdings AG. She was also Financial Controller at Advanced Holdings Ltd and Finance Manager at Sunningdale Tech Ltd. Ms Yeo also spent nine years in audit firms, including Ernst & Young Singapore.
Ms Yeo holds a Master of Business Administration from the University of Manchester. She is a Fellow member of the Association of Chartered Certified Accountants and a non-practising member of the Institute of Singapore Chartered Accountants.

Mr Kelvin Chia manages the treasury and corporate finance functions of NetLink. His responsibilities include corporate development, M&A and FP&A.
Mr Chia is a corporate finance professional with over 15 years of experience in both advisory and corporate roles. He began his career in investment banking career with Macquarie Capital in 2006 before moving onto Scotia Waterous. He has extensive experience across a range of infrastructure businesses including with Senoko Energy as Controller (Debt Management and Financial Planning), and with Tower Transit as Director (Business Development and Commercial) where he led financial and investment projects for large-scale, high-profile public transport tenders across Southeast Asia and South America.
Mr Chia graduated with First Class Honors, Bachelors of Commerce, from the University of Sydney in 2005. He is a Charted Valuer and Appraiser (CVA) and a member of the Association of Corporate Treasurers (ACT).

Mr Lim Ke Xiu manages the legal and corporate secretarial functions of the company. He advises management and business units on the legal aspects of operational, strategic planning and compliance matters. His brief includes advising on contract negotiation, dispute management and corporate governance.
Prior to joining the company, Mr Lim practised for more than 10 years with some of the largest law firms in Singapore. He brings to the company extensive experience across a wide range of legal issues.
Mr Lim holds a Bachelor of Laws (Hons) degree from the National University of Singapore. He is a member of the Singapore Academy of Law and has also qualified as a solicitor in England and Wales.
NetLink Trust designs, builds, owns and operates the fibre network infrastructure which is the foundation of Singapore’s Nationwide Broadband Network.
